The purpose of electrical codes and regulations is to ensure smooth power supply with safety. The professionals responsible for the work adhere to these codes to avert any mishaps in the form of electric shock or fire incident. These wiring safety codes are intended to protect the life and property of the consumers from electrical shock and fire hazards. But unfortunately, the public-sector electricity providers, despite having a comprehensive electric codes and regulations, have failed to insulate naked heavy tension power cables that can be seen dangling from power poles and pylons in many residential areas of the city.
The purpose of this work instruction is to provide details of safe work practices for electrical installation (temporary) in construction site in compliance with IE – Rule and using standards approved electrical panels guideline, standards double insulated tools, safe working platforms, and manpower under the supervision of licensed / competent electrical The scope will cover installation of entire electrical supply system, panel, DB’s, SDB’s plant, machineries & power hand-tools, earth fault protection, lightening protection etc… and its safety feature to prevent electrocution, short-circuits, flash fire etc. to ensure high electrical safety standards and a safe & healthy work environment at all time.
GPL Project Manager is responsible for adherence to the work instructions through PMC & responsible contractors. And the respective Contractor is responsible to communicate this work instruction to their sub-contractors and ensure that the contents are clearly understood by them. In case of not adherence to work instructions and non-performance by Contractor, the GPL Project Manager has the right to get this done by other contractor and back charge the same to defaulting contractors. To supplement this HSE Policy Statement, the project team will: Familiarize themselves with the project site safety policies, procedures and legal requirement made available to them. Strictly enforce and follow these project site safety policies, procedures and legal requirements. Be proactive and observant in identifying unsafe situation and report immediately to the Project Manager. Stop and refuse any activity that is judge to be unsafe or non-compliance with this HSE plan, Method Statement, Risk and Impact Assessment and project site health and safety policies and procedures.
Instill effective communication and promotion of “no blame” culture to encourage the reporting of near miss incidents. Participate in client programs and activities as required. Following safety requirements shall be complied with before the contractor uses the power supply.Before commencement of any building or other construction work, the employer shall take adequate measures to prevent any worker from coming into physical contact with any electrical equipment or apparatus, machines or live electrical circuit which may cause electrical hazard during the course of his employment at a building or other construction work. The contractor shall display and maintain suitable warning signs at conspicuous places at a building or other construction work in Hindi and in a local language understood by the majority of the building workers. In work places at a building or other construction work where the exact location of underground electric power line is not known, the building workers using jack hammers, crow bars or other hand-tools which may come in contact with a live electrical line, shall be provided by the employer with insulated protective gloves and footwear of the type in accordance with the national standards. The contractor shall ensure that, as far as practicable, no wiring, which may come in contact with water or which may be mechanically damaged, is left on ground or floor at a building or other construction work. The contractor shall ensure that all electrical appliances and current carrying equipment used at a building or other construction work are made of sound material and are properly and adequately earthed.
The contractor shall ensure that all temporary electrical installations at a building or other construction work are provided with earth-leakage circuit breakers .Electrical installation work must be mandatorily carried out by licence holder electrician which having a experience of 3 to 5 years in same field and same should be guided / supervised by electrical / P&M engineer. The Contractor shall submit a list of licenced electrical staff to be posted at site.It shall be the responsibility of the Contractor to provide and maintain complete installation on the load side of the supply point with regard to the safety requirements at site. All cabling and installation shall comply with the appropriate statutory requirements given below and shall be subject to approval of the Departmental Engineer-in-charge/Electrical Engineer.a) Every country Electrical Rules, …….b) National Electric Code, 1985.c) Other relevant rules of Local Bodies and Electricity Boards.
The power supply shall be regulated as per the terms and conditions of the supply of the respective electricity boards.For purposes of electrical load and power planning by the electrical section, the contractor shall furnish along with the tender, the estimated load requirement of electric power for the execution of the contract works in terms of maximum Kilo Watt or KVA demand during various periods/months of the contract period along with the details of the construction electrical equipment/machinery with their individual load details and location/locations of power supply required for availing temporary electric power supply. The electric power supply will be generally made available and station at one point in the works site. Where distribution boards are located at different places the Contractor shall submit schematic drawing indicating all details like size of wires, Over Head or cable feeders, ear thing etc., The position and location of all equipment’s and switches shall be given. All three phase equipment shall be provided with double ear thing. All light fixtures and portable equipment shall be effectively earthed to main ear thing. All earth terminals shall be visible.
No gas pipes and water pipes shall be used for earth connection. Neutral conductor shall not be treated as earth wire. The Contractor shall not connect any additional load without prior permission of Electrical Engineer. Joints in earthing conductors shall be avoided. Loop earthing of equipment shall not be allowed. However tappings from an earth bus-bar (strip) may be done. The entire installation shall be subjected to the following tests before energization of installation including portable equipment.a) Insulation resistance test. b) Polarity test of switches. c) Earth continuity test. d) Earth electrode resistance.The test procedures and their results shall conform to relevant IS Specifications. The contractor shall submit a test report for his complete installation every month or after rectifying any faulty section in the specimen test report. Also one such test report for the complete installation shall be submitted before onset of monsoon.
